With more than 20 years of corrections experience, Damon Hininger was named President and Chief Executive Officer of CCA in August 2009, having previously been appointed as President and Chief Operating Officer in July 2008. Damon served as Senior Vice President of Federal and Local Customer Relations since September 2007 after having served as Vice President of Federal and Local Customer Relations since June 2002. Hininger previously served CCA as Vice President, Business Analysis since December 2000. He has also served the company as Director, Strategic Planning and Director Proposal Development. Hininger joined the company in 1992 as a correctional officer at Leavenworth Detention Center in Leavenworth, Kansas, and was promoted to Training Manager at Central Arizona Detention Center in 1994. That same year, Hininger was also selected as both Central Arizona Detention Center's and CCA's company-wide Employee of the Year. He joined the corporate office in 1995, serving as Manager, Facility Start Up for three years.
He is active in the community, currently serving as a member of the United Way of Metropolitan Nashville Board of Trustees, the Nashville Chamber of Commerce Board of Directors, a member of the Board of Trustees for Belmont University, and a member of the Board of Directors for Middle Tennessee Boy Scouts. Hininger also serves on the Kansas State Foundation Board of Trustees and the Board of Advisors for the Massey School of Business at Belmont University. In 2011, Hininger was named by Forbes as one of the "Top 20 Most Powerful CEOs 40 and Under."
Hininger earned a bachelor's degree from Kansas State University and a master's of business administration from the Jack Massey Graduate School of Business at Belmont University. He was honored in 2010 as the Massey Graduate School Alumni of the Year.
David Garfinkle, Executive Vice President and Chief Financial Officer
David Garfinkle became Executive Vice President and Chief Financial Officer in May 2014. Garfinkle joined CCA in 2001 as vice president, Finance. Prior to joining CCA, he was vice president and controller for Bradley Real Estate, Inc., a publicly-traded, $1 billion real estate investment trust in Chicago. He also worked as a senior manager in the Audit practice at KPMG Peat Marwick.
Garfinkle is a licensed Certified Public Accountant and he holds a bachelor's degree in business administration from St. Bonaventure University. He has served on the board of the Nashville Sports Council since 2006.
Tony Grande, Executive Vice President and Chief Development Officer
Tony Grande assumed the role of Executive Vice President and Chief Development Officer in July 2008 after serving as Senior Vice President of State Customer Relations since September 2007. Tony joined CCA in 2003 in the newly created role of Vice President of State Customer Relations. Whether it’s overcrowded facilities, skyrocketing taxpayer costs or inmates struggling to break the cycle of crime, Tony’s team helps federal, state and local systems across the country meet these challenges with a wide range of solutions from traditional corrections and reentry programming to alternatives to corrections. He also leads the company's efforts to forge new government partnerships.
Tony previously served as Tennessee's Commissioner of Economic and Community Development (ECD). In that role, he led the recruitment and expansion of business to the State, managing an $85 million budget and 200 employees. Having worked in Tennessee government since 1998, Tony served as Assistant Commissioner and later as Deputy Commissioner of ECD. He previously led a publishing and database marketing company and served as a political speechwriter in Washington, DC.
Tony earned his Masters of Education at Vanderbilt University in Nashville, Tennessee and his Bachelor of Arts from the American University in Washington, D.C.
Scott Irwin was named Executive Vice President, General Counsel and Secretary of CCA in June 2016. Prior to joining CCA, Irwin served as Senior Vice President, General Counsel and Secretary for Associated Estates Realty Corporation, a public REIT specializing in multifamily apartment properties. Prior to his tenure at AEC, Irwin served as Executive Vice President, General Counsel and Secretary for Buffets, Inc., the largest U.S. buffet-style restaurant company. Previously, Irwin served in executive legal roles at International Paper Company and General Electric Company, as well as a Partner at an AmLaw 100 law firm.
Irwin received his juris doctor from The Ohio State University College of Law, where he served as Editor of The Ohio State Law Journal. Irwin received his bachelor of arts from Kent State University.
A career corrections administrator, Harley Lappin has more than 25 years of correctional experience. He joined CCA in 2011 in the role of CCO, having served as director of the Federal Bureau of Prisons (BOP) since 2003. In his role at CCA, Lappin is responsible for the oversight of facility operations, health services, inmate rehabilitation programs, purchasing and TransCor, the Company's wholly-owned transportation subsidiary. As Director of the BOP, Lappin had oversight and management responsibility for 116 federal prisons, 14 large, private contract facilities and more than 250 contracts for community correction facilities, in total comprising more than 215,000 inmates managed by 38,000 employees. Lappin began his 25-year BOP career in 1985 as a case manager at Federal Correctional Institution (FCI), Texarkana, Texas, and subsequently held positions of increasing responsibility as Central Inmate Monitoring Administrator at the Western Regional Office; Camp Administrator at FCI Jesup, Ga.; Associate Warden at Federal Medical Center, Carville, La.; and Branch Administrator of the Program Review Division in Central Office. He served as Warden at Federal Correctional Institution, Butner, N.C., and later at United States Penitentiary, Terre Haute, Ind. In July 2001, Lappin was selected as Regional Director of the Mid-Atlantic Region, where he was responsible for oversight of 16 institutions, including two correctional complexes and three community corrections offices in a seven-state area.
Lappin has received numerous awards throughout his career, including the Associate Warden of the Year award for the Bureau's South Central Region (1992); the Bureau's Excellence in Prison Management award (2000); the Attorney General's Award for Excellence in Management (2001); and the Presidential Rank Award of Meritorious Executive (2004). Most recently, he received the American Correctional Association’s E.R. Cass Award for Correctional Achievement (2010), the highest honor bestowed by that organization.
Having earned a master’s degree in criminal justice from Kent State University and an undergraduate degree from Indiana University, Lappin serves in leadership roles for numerous professional organizations. Among them, he is chair of the Standards Committee of the American Correctional Association (ACA), is a former board member of both the National Institute of Corrections and the Federal Prison Industry Board, and a former chair of the Prison Industry Committee of the American State Correctional Administrators Association.
Lucibeth Mayberry was named Executive Vice President, Real Estate. In her role, she is responsible for land purchases and development; design and construction of criminal justice properties; and maintenance, capital projects and energy management of CCA properties. She previously served in leadership roles as Senior Vice President, Real Estate, Vice President & Deputy Chief Development Officer, and Vice President, Research, Contract and Proposals. She joined CCA in May 2003 as Senior Director, State Partnership Relations, and was promoted to Managing Director, State Partnership Relations, in 2004. Before joining CCA, Mayberry served as a Senior Associate of the Taxation and Estate Planning Practice Group at the Nashville-based law firm Stokes, Bartholomew, Evans and Petree.
She holds a bachelor's degree from the University of Tennessee, a juris doctor from Vanderbilt University, and a Master of Laws in Taxation from the University of Florida.
Kim White was named Executive Vice President, Human Resources in 2015. She is responsible for a wide-reaching scope of employee-centered areas, including talent management and acquisition, compliance, organizational development, compensation and benefits, employee relations, and learning and development. She previously served as Senior Vice President, Human Resources, and Vice President, Correctional Programs, where she oversaw inmate reentry programs, along with operational staffing, classification and security practices. She joined CCA in 2012 after serving 26 years with the Federal Bureau of Prisons in a wide variety of operational roles in the areas of Institutional Operations, Staffing and Inmate Programs. During her time with the BOP, White served in a number of roles, including Warden, Regional Director and Assistant Director, Human Resource Management Division, where she had oversight for the hiring, training and retention of the Bureau's 38,000 employees. In 2007, White received the Presidential Rank Award of Meritorious Executive for her leadership with the BOP.
White holds a bachelor's degree in corrections and criminal justice and a master's degree in corrections, criminology and juvenile justice, both from Kent State University. She has also completed Harvard University’s Executive Education Program for senior managers in government and the University of Michigan's Ross School of Business' Advanced Human Resource Executive Program.
